By the start of 1971, the widening fiscal crisis had forced the resignations of City Manager Gross and Mayor William Ensign. A new team, Mayor Harry Kessler and City Manager James Daken, took on the powerful city unions. Mr. Daken proposed to lay off 275 permanent city workers - including 40 police officers, 29 firefighters, and 94 refuse workers.

Harry Graf Kessler maintained his refinement to his final years, which he lived out in exile. He died on the anniversary of Oscar Wilde’s death; like Wilde, he lies in the Père-Lachaise cemetery in Paris.
